The Section (301)a Filing:

  • WHY SUPPORT THE 301(a)?

The 301(a) is specifically designed to use existing trade agreements to protect our jobs.  The MPAA itself has filed over a dozen similar petitions to protect its copyrights from infringement around the globe. There should be a decision within 4-7 months. No domestic subsidy bill will go into effect for years.

  • WHY WILL THIS HELP?

Stewart & Stewart, the Washington DC based trade law firm representing film workers has proposed this petition because they found the foreign subsidy programs are actionable under the following criteria:

    • 1) They involve a transfer of funds

      2) They convey a benefit

      3) They are specific (to film and TV production only

      4) They cause harm to a domestic industry (film workers)

      5) Film and TV productions are goods subject to GATT 1994 Agreements
